My boston terrier is eating the cat litter and cat poop EWWW how can I stop him?

ofcourse I scolled him when i see him sniffing around the litter box, but sometimes i don't see him and he gets into it, any ideas on how to stop or why he does it? He gets plenty of food everyday!
